PE stretch film vs PVC cling film: what's the difference?

PE stretch film is a polyethylene film made to secure pallets and bundles. PVC cling film is a thin, clear film made from polyvinyl chloride, used mainly to wrap food. They are different materials for different jobs, and PVC cling film, as a food-contact material, has to meet food-contact legislation.

Two different materials

  • PE stretch film is made from polyethylene, mainly LLDPE. Its strength and stretch make it the standard film for securing pallets and bundles in storage and transport.
  • PVC cling film is made from polyvinyl chloride. PVC is rigid on its own; plasticisers are added to make the film soft and flexible. The result is a thin, very clear film with natural cling, used to wrap fresh food in supermarkets, kitchens and catering.

Food contact rules

Any film sold for contact with food is a food contact material:

  • EU: Regulation (EC) No 1935/2004 sets the general rule: materials must not release their constituents into food at levels harmful to health, or change the food's composition, taste or odour unacceptably. Regulation (EU) No 10/2011 adds the rules for plastics: a Union list of authorised substances, specific migration limits for individual substances, an overall migration limit of 10 mg/dm² of contact surface, and a written declaration of compliance.
  • Türkiye: the Turkish Food Codex Communiqué on Plastic Materials and Articles in Contact with Food (No 2019/44, Official Gazette 25 December 2019, issue 30989 (repeated issue), amended 6 May 2024) follows Regulation (EU) No 10/2011, with the same 10 mg/dm² overall migration limit and a written declaration of compliance.

Anyone converting or selling cling film for food should ask the film supplier for the declaration of compliance and follow its conditions of use.

Rewinding PE and PVC

Both films are rewound from jumbo rolls into smaller rolls. Öncümak's SR-1500, SM-1300 L, SM-1300 2S and SM-1300 2S PRO all rewind hand and machine PE stretch film as well as PVC cling film, and each offers an optional cold-knife cutting system for food film; the SM-1300 models can also slit. On the 2S models, two servo motors let the operator adjust film tension from the touchscreen during winding, which helps with PVC jumbo rolls whose cling is not consistent.
